When Does an Issue Need Escalation?
A late update does not automatically require a senior decision. First distinguish a missing status from a blocked choice. Escalation is useful when the next step cannot proceed within the responsible person’s authority or agreed timeframe.
Three different actions
Follow-up asks for a status, named next step, and date. Coordination aligns people or dependencies so the assigned owner can proceed. A decision request states the choices, their effects, the recommended option if appropriate, and the date by which an authorized person must decide.
An illustrative choice
A trial of a new request process is delayed because the team cannot staff the full scope. The project owner can coordinate a revised schedule, but cannot decide alone whether to reduce the trial scope or postpone it. Send the decision maker both choices: a smaller trial now with less coverage, or the original scope later with a revised date. State the effects and decision deadline rather than forwarding an email chain.
A practical threshold
If the owner has the authority and a credible next step, keep the issue in follow-up. If several teams must align, coordinate them and set a review date. If authority, resources, or competing priorities require a trade-off, prepare a decision request. Record the outcome and return execution to its owner.
